APEC CCHE 2014

Description 


The third APEC Conference on Cooperation in Higher Education was organized by the Ministry of Education and Science of the Russian Federation jointly with Far Eastern Federal University and took place on Russky Island in Vladivostok on September 25-26, 2014. The conference was attended by delegations from 10 APEC countries: Australia, Brunei Darussalam, China, Japan, Republic of Korea, Peru, Philippines, Thailand, Russia, Vietnam, USA. The following topics were discussed at the conference: The potential for interaction of educational systems - new requirements. Mobility models: policy coordination in the field of education and university cooperation. as development resources. An initiative to develop and implement the APEC academic mobility card. The conference stimulated a productive and useful discussion, formulated above by the official delegations of the ministries of education of the APEC economies and academia, which presented many useful ideas for potential consideration within APEC.

Results


Based on the discussion, the following recommendations were formulated:

1. Promote academic mobility (students, researchers, institutions) through:

  • Elimination of various barriers (linguistic, financial, bureaucratic, etc.).
  • Development of short-term mobility programs.
  • Providing foreign students with scholarships.
  • Development of a unified system for assessing the quality of knowledge in APEC economies.
  • Engaging students and researchers in cross-border scientific and technical cooperation.
  • Facilitating the organization of joint research and joint publications of researchers in all APEC economies.
  • Creation of scientific networks and support of cross-border networks of scientists through the establishment of scholarships and mobility funds.
  • Elimination of the negative consequences of the results of academic mobility by concluding fair agreements on the protection of the intellectual property of researchers.


2. Encourage the activities of the newly established research APEC Higher Education Center (AHERC) in such areas as:
  • Research on the best practices of cooperation in the field of higher education and academic mobility.
  • Building capacity and technical assistance needs for market access and facilitating trade in education services in the APEC region.
  • Study and exchange of best practices and successful mechanisms of scientific transboundary cooperation.
  • Identification of promising research areas for cooperation. - Benchmarking and identifying best practices in education quality assurance systems in APEC.


3. Support further activities aimed at developing the APEC Academic Mobility Map, which could potentially provide incentives for the creation of open educational resources and enhancing the exchange of educational content (online courses, databases, and libraries, etc.), taking into account intellectual property rights. The mobility of education in the Asia-Pacific region in the 21st century has large importance for economic development. The role of virtual exchange of educational content has grown significantly, adding a new dimension to the usual interpretation of academic mobility. In this regard, there should be new models of mobility and mechanisms supporting it have been developed. One of such mechanisms is the APEC Academic Mobility Map, the creation of which is emphasized by the conference participants.
