Temporary residence permit for educational purposes

From January 1, 2023, amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” came into force, according to which, in order to simplify the procedure for stay (residence), foreign citizens who have entered a state educational or scientific organization on the territory of the Russian Federation and from subsequent legalization may be issued a temporary residence permit for the purpose of obtaining education.

Who can apply for temporary residence permit for the purpose of obtaining education:

- foreign citizens who are studying full-time under the bachelor's, specialist's, master's, medical residency, assistant's programs - internships with state accreditation, or under the program for the training of scientific and scientific-pedagogical personnel in graduate school (adjuncture) in a state educational or state scientific organization located in the subject of the Russian Federation.

Before submitting documents, you must complete a survey. If you do not speak Russian, you must have an official translator with you during the survey.

- Oktyabrskaya, 25, office 8, room 1. (Friday: 10:00 – 12:00).

Documents required:

- filled public service application (original x2);

- original passport of a foreigner, that must be valid for at least 3 months on the date of application. For visa holders – visa must be valid for at least 3 months on the date of application;

- original migration card and registration;

- 2 photoes 35 mm x 45 mm (color clear image, taken in full face, corresponds to the age of the applicant, without headgear);

- document confirming the conclusion / dissolution of marriage (if necessary);

-  original certificate of non-conviction (for citizens who entered in the order requiring a visa. The certificate must be legalized at the embassy or consulate. The certificate must be issued by the state of nationality of the foreigner, valid for at least 3 months at the time of application);

- a document confirming the enrollment of a foreign citizen to study at a state educational / scientific organization (copy (extract) of the administrative act (order) on enrollment, certified by a state educational organization);

*Important: documents drawn up in a foreign language are attached to the application with a translation into Russian and certified by a notary (the first page of the passport, a certificate of good conduct issued in the country of citizenship)

- medical documents confirming that a foreign citizen has passed a medical examination for the presence or absence of the fact of using narcotic drugs or psychotropic substances without a doctor's prescription;

- medical conclusion on the presence (absence) of infectious diseases that pose a danger to others;

- a medical document confirming that a foreign citizen has passed a medical examination for the presence or absence of a disease caused by the human immunodeficiency virus (HIV infection)

- document confirming the payment of the state fee;

- card confirming the passage of fingerprinting (if available).

Service provision period: 38 working days.

After receiving a temporary residence permit for the purpose of obtaining education:

- apply to the Office of Visas and Registration (E744) within 1 day after receiving the document in order to register at the place of stay (for students living in university dormitories).

IMPORTANT:

- in case of expulsion from the university, the temporary residence permit for the purpose of obtaining education is canceled, after which the foreign citizen is obliged to leave the Russian Federation within 15 days;

- temporary residence permit for the purpose of obtaining education can also be canceled if the student has violated the legislation of the Russian Federation (2 or more administrative protocols have been drawn up against him, the student has not been in the Russian Federation for more than 6 months).
